My Grandpa Redeemed Cans for Money. He Deserved a Raise.

When I was in the fifth grade, my grandpa took me to my school’s dumpster. “You know the Coca-Cola and water bottles that people throw out?” he asked me in Mandarin. I nodded, spotting two empty Poland Spring bottles lying on top of a nearby garbage pile. He swiftly plucked them out and stowed them away in a plastic bag. “That’s 10 cents. Your turn,” he said, smiling as I ran to another trash can. Seconds later, I emerged victorious, holding a Pepsi can over my head as if it were a trophy.
My grandpa was a canner, someone who collects recyclable containers on the street and redeems them for money. In New York State, canning is possible because of the Returnable Container Act , passed in 1982, which calls for a 5-cent deposit on glass, metal and plastic beverage containers. Though the law was meant to reduce litter and encourage recycling, it has also had the effect of offering a lifeline to some New Yorkers. A new bill that is pending in the State Legislature offers a chance for us to significantly improve the welfare of canners like my grandpa.
There are an estimated 4,000 to 8,000 canners in New York City. Many of them turn to canning because they are unable to earn a steady income for a variety of reasons — because they are homeless, unemployed or recent immigrants, as my grandpa was.
It’s easy to see canning as sad and degrading. When I was in the fifth grade, I remember the looks of disgust and bewilderment on my classmates’ faces when I told them that picking through the trash was actually quite profitable. I quickly learned not to offer this observation. Nonetheless, I was raised to respect family members, especially my elders, so I was never embarrassed that my grandpa was a canner.
On the streets of New York, though, my grandpa endured scathing looks. And some of his family members looked down on him for doing work they saw as dirty and indecent.
But there’s a difference between being desperate and being pitiable. Though it’s no one’s first choice as a profession, canning offered my grandpa a chance to build a life and a family. He always took pride in his work.
When my grandparents left China for the United States, not knowing English barred them from most work, and they had to rely on what little money they could earn through odd jobs or, eventually, canning. Some people collect cans to supplement their savings and support their family members. My grandpa remembers spending hours every day picking up bottles just to earn enough money so that his family could sleep with full stomachs.
His top priority was making sure that my dad could attend college without taking out loans — a feat he was able to accomplish. Even after landing a construction job, my grandpa continued to can for 30 years, until the start of the pandemic, as a way of helping to pay the bills.
Since the Returnable Container Act was passed four decades ago, the benefits of canning have been dwindling. Five cents today is worth only a third as much as it was in 1982. To earn just $5, barely enough to afford a meal, you have to collect 100 containers. That’s 100 instances of finding and collecting, not to mention carrying everything you’ve gathered to a redemption center. Many stores also impose limits on the number and types of containers that can be redeemed, requiring canners to travel to more than one place to unload their haul.
The new bill would double the bottle deposit to 10 cents from 5 cents, as well as expand the kinds of containers that are redeemable. For many canners, a greater return would mean less time on the streets and more time to devote to education, family and working toward a more stable income.
Canning is no easy task, as my grandpa regularly pointed out. He frequently brought me along to help him carry and redeem the containers we collected. As a teenager, I had little trouble walking the half-mile route, picking out recyclables, but since my grandpa was in his 70s, he would have to stop and rest regularly. “You’re lucky,” he would tell me. “When you get to my age, everything is 10 times harder.”
Increasing the deposit on containers would also most likely be a boon to recycling. In 2020, New York recycled 5.5 billion containers , with redemption rates of 64 percent . Some of this is thanks to the long hours that canners spend picking up after other people, and in 2022, the rate reached 70 percen t. Still, this percentage can be improved, as demonstrated by Michigan’s 76 percent redemption rate and Oregon’s 86 percent , both of which offer 10 cents for containers. I don’t think it’s a coincidence that the states with the highest redemption rates tend to have the highest deposits.
The benefits of doubling the bottle deposit are clear. It’s time to give canners the respect they deserve.

Doctoral Program (PhD)
Create knowledge to tackle society's most complex problems..
GSPP offers a doctoral degree program for students who seek careers in policy research in academia and/or with governments, non-profits, or research institutes. Usually only two or three Ph.D. applicants are admitted each year.
The Ph.D. program emphasizes the generation of knowledge, theories, methodologies, and applications appropriate to the advancement of public policy analysis and policy-relevant research. Doctoral students pursue highly individualized programs of study and typically work closely with Goldman faculty members who share the student’s subject matter interest. The doctoral program provides enormous flexibility in the topics addressed and the program of study, but is designed mainly to train social science researchers with an interest in applied policy issues.
A thorough preparation in or aptitude for rigorous policy research is a prerequisite for the doctorate. Because there is no core program of study, the PhD committee prefers applicants who can show some clear evidence of sustained interest in (and aptitude for) public policy and applied research.

Jonathan Kolstad is a professor in the Economic Analysis and Policy Group at Berkeley Haas and a Research Associate at the National Bureau of Economic Research. He is also the Co-director of the Health Initiative at the UC Berkeley Opportunity Lab.
He is an economist whose research interests lie at the intersection of health economics, industrial organization, and public economics. He is particularly interested in finding new models and unique data that can account for the complexity of markets in health care, notably the role of information asymmetries and incentives. He has studied the impact of quality information on demand, as well as intrinsic surgeon incentives. In a series of papers, he has evaluated the impact of the Massachusetts health insurance expansion on a variety of outcomes. He has also gathered unique data to understand the role of information frictions in consumer decision making in insurance markets and on medical treatments.
Kolstad was awarded the Arrow Award from the International Health Economics Association for the best paper in health economics in 2014 and the NIHCM Foundation Research Award in 2016. He is also a Co-founder and was Chief Data Scientist at Picwell. He received his PhD from Harvard University and BA from Stanford University.

Computational precision health.
About the Program
Computational Precision Health (CPH) is an exploding field across both academia and industry. This rapidly evolving field integrates the tremendous advances in data science and data availability that have occurred over the past decades with expertise in clinical medicine, public health, and health care systems to enable a paradigm shift in the ways we treat and prevent disease. Advances in data and analytics open the door to faster deployment of more effective health interventions, but this potential can only be achieved if the underlying computational and analytic tools are conceived, tested, and validated for the health and health care needs of diverse individuals and communities. The field of Computational Precision Health aims to realize this potential.
A new PhD in Computational Precision Health will welcome its inaugural cohort in fall 2023.
The PhD in Computational Precision Health leverages and bridges the complementary expertise and incredible resources of UC Berkeley and UCSF to create an unparalleled and truly unique learning environment. Students in the PhD in Computational Precision Health will develop skills and expertise in both the computational sciences (machine learning and AI, natural language processing, statistical inference and modeling, data standards, parallel computing and data at scale, etc.) and health sciences (clinical decision sciences and cognitive informatics, clinical delivery, clinical research, implementation science, health information policy, etc.)
Students will develop the ability to work in interdisciplinary teams from ideation to development, testing, and validation in the real world. Coursework will be complemented by extensive and early interaction with world-class faculty—through research rotations, seminar series, and practicums—at the intersection of computation and health, and will develop proficiency in cross-disciplinary research and communication. A focus on diversity, equity and inclusion, human-centered design accommodating diverse users, and the ethical implications and societal impacts of the work will be embedded throughout the program.
The Designated Emphasis in CPH is administered by the joint UC Berkeley/UCSF Computational Precision Health Augmented Graduate Group. The UCB CPH DE allows PhD students from affiliated UCB programs to incorporate CPH courses and advising into their PhD. CPH DE students will receive a solid grounding in the fundamentals of computational precision health, with training in the application of computation to the practice of medicine and public health. Students will be part of an interdisciplinary, intercampus community of UC Berkeley and UCSF scholars with diverse academic backgrounds, providing unique cross-campus opportunities, including direct exposure to the clinical care and health science environment offered at UCSF.

Designated Emphasis (DE) Admissions
A designated emphasis (DE) is an interdisciplinary specialization, such as a new method of inquiry or an important field of application, which is relevant to two or more existing doctoral degree programs. A DE is not a standalone program, but is offered to complement a student’s current doctoral studies. UC Berkeley PhD students are welcomed to apply as well as students from UCSF affiliate programs. Students are encouraged apply at least two semesters before your Qualifying Examination by submitting the following materials to the Computational Precision Health Program, by emailing the documents below to [email protected] .
- Petition for Admission to the Designated Emphasis in Computational Precision Health .
- Letter of intent summarizing your research interests and background in Computational Precision Health. When possible, the letter should include one or more CPH Core Graduate Group faculty members from your home campus as potential DE advisors
- Letter of recommendation from a CPH Graduate Group Core or Affiliate faculty member, ideally from your home campus.
- An updated CV and academic transcript

CPH 200A , CPH 200B and CPH 200C : Computational Precision Health Cornerstone course series (3 unit each course, 3 per quarter in the first year) This course series, which uses Problem-Based Learning to build student’s ability to work effectively in interdisciplinary teams, from ideation to development, testing, and validation in the real world.
CPH 215 : Lab Rotations (at least 4 units x 2 semesters in the first year) Students will take two 10-week research group rotations in their first year. One rotation will be on each campus, with one rotation in a predominantly computational science “lab” (with a health emphasis) and one in a health science “lab” (with a computational emphasis).
CPH 270 : Computational Precision Health Seminar (2 semester units x 6 terms) Students will enroll in six terms of the doctoral seminar, including the first two terms after matriculation. Seminar will consist of journal club-style discussion of recent literature in computational precision health, talks by guest faculty, and presentations by second and third year students on work in progress.
CPH 201 : Computational Precision Health Practicum (2 semester units x 2 terms) This series, taken during year two of the program, augments the Cornerstone to provide deep and continuing exposure to clinical and public health context in which CPH advances are to be deployed. Students will have in-depth real world exposure to clinical, research, and operational work in inpatient, outpatient, community health, and/or public health settings.
Foundational courses (at least 12 semester units) Foundational courses are personalized to compliment students’ backgrounds and training, and support their interests. Courses will be drawn from Electrical Engineering and Computer Science, Statistics, Public Health, Epidemiology and Biostatistics, Medicine, and other departments and schools at UCSF and UC Berkeley.
Advanced Electives (at least 6 semester units) A minimum of two advanced electives are required, and will be determined in consultation with the student’s Academic Advisor
Designated Emphasis Requirements
Students admitted to the CPH DE program must complete two semesters of the CPH Doctoral Seminar, and at least 3 courses from the core course list below, in the following two domain areas:
- Health and Public Health Sciences
- Computing and Statistical Sciences
In order to ensure that the DE confers sufficient additional breadth beyond a student’s home program, students in a primarily computational PhD program (for example, Bioengineering, Electrical Engineering and Computer Science, Computer Science, Statistics, Biostatistics, Computational Biology, Industrial Engineering and Operations Research) will be required to take at least two courses in the health domain; those in Epidemiology and Health Policy will be required to take at least two courses in the Computational Sciences domain.
Qualifying courses are listed below. Additional courses falling within the two domains below may also qualify, to be approved by the student’s DE advisor.
1. Health and Public Health Science
2. computing and statistical sciences.
In some cases, for example, STAT 154 and STAT 156 / STAT 256 , an upper division undergraduate course may be acceptable for the DE. This is due to the desire to accommodate students from non-computational PhD programs who may not have the programming, mathematics or statistics prerequisites for corresponding graduate-level coursework.
CPH Doctoral Seminar
In addition, students will participate in at least 2 semesters of the CPH Doctoral Seminar. The seminar will consist of a combination of journal club-style discussion of recent literature in Computational Precision Health, and guest faculty speakers drawn from across the CPH Graduate Group and beyond. This seminar will be held in conjunction with UCSF DE CPH students.
No Elective courses are required for the Designed Emphasis, but the DE Advisor may guide students on additional courses to supplement their training in this field.

The UC Berkeley Public Health Nutrition Program trains future leaders in food and nutrition research, policy, and practice to identify current and emerging public health nutrition challenges and solutions with an emphasis on social determinants of health and systems level change.
The program is structured to provide students with the skills needed to contribute to scientific understanding of public health nutrition challenges, create healthy food systems, identify and advocate for effective food policies, and plan, implement, and evaluate programs to improve population nutrition and health. We seek to train people who want to lead at the local, state, national, and global levels in tackling nutrition challenges and improving population diet and health. This program offers training in core public health skills and specifically focuses on nutrition policy, epidemiology, and food systems, as well as overall critical thinking, analysis, and leadership skills.
We offer a two-year MPH, 11-month MPH, and a 4+1 MPH. The two-year, full-time MPH graduate students are expected to complete at least 48 units of coursework over four academic semesters and one summer. Students must complete both school-wide required courses as well as PHN required courses. All two-year MPH students complete a public health practice experience for a minimum of 12 weeks over the summer between their first and second years in the program. Internship sites are chosen from a wide range of public health organizations and research institutions and are selected based on the student’s objectives for professional development and the needs of the organization. Many sites are local, but students may also intern in other parts of the country or the world.
The 11-month MPH program with a concentration in Public Health Nutrition is offered to professional Registered Dietitians (RDs) who have at least 2 years of work experience as an RD. It is also open to qualified health professionals such as physicians and nurses. The 11-month program focuses specifically on developing skills in nutrition epidemiology and research. It is an intensive, full-time course of study running from July to May. The program requires completion of 7 units of coursework in Summer Session, and at least 16–18 units of coursework in the fall and spring semesters. Total unit requirement is 42 units.

Our curriculum offers unique experiences for public health nutrition students:
- The Graduate Certificate in Food Systems prepares students to think critically about the multi-level, multi-system factors that affect food production, distribution, and consumption locally, nationally, and globally.
- The Maternal and Child Health (MCH) Nutrition Training Program provides future MCH Nutrition leaders with the skills to identify, monitor, evaluate and implement public health nutrition programs. Although funding through the training program is reserved for students who have, or are eligible for, the Registered Dietitian certification, other experiences and opportunities throughout the year sponsored by the MCH Nutrition Training Program are open to all students.
- The MPH in PHN does not prepare students to become Registered Dietitian Nutritionists (RDN or RD credential). If you are interested in becoming an RD, please see the 21-month Master of Nutritional Sciences and Dietetics (MNSD) program offered in the Department of Nutritional Sciences and Toxicology, which provides the required coursework and supervised practice hours for RD credentialing examination eligibility.
New Dietetic Internship Accepting Applications for Fall 2024
Berkeley Public Health is accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND) to offer a Dietetic Internship (DI) to prepare Registered Dietitian Nutritionists (RDNs). For more information, visit the BPH DI webpage or email [email protected] .
UC Berkeley has two different dietetics programs. The DI program at Berkeley Public Health has a heavy emphasis in public health nutrition (outpatient dietetics, public policy, research, and food systems) and interns will be concurrently completing an MPH in Public Health Nutrition at the School of Public Health. The Master of Nutritional Sciences & Dietetics Graduate Program offered in the Nutritional Sciences & Toxicology Department provides candidates professional dietetics training with a focus on clinical nutrition and the underlying biological basis of human health and disease, through advanced dietetic coursework, supervised internship practice, and an immersive research experience. We have plans for ongoing collaboration that will allow both programs to thrive on the UCB campus and in the Bay Area.

Our partnerships offer our students unique opportunities to enhance their academic coursework by seeking out hands-on learning experiences through jobs and internships, workshops, talks, and events, as well as fellowships and funding.
The Berkeley Food Institute (BFI) seeks to empower new leaders with capacities to cultivate diverse, just, resilient, and healthy food systems. Our students have held jobs, received fellowships to work with sustainable food systems organizations, attended events and forums, and have helped inform the BFI’s work by participating in the BFI Graduate Council.
The Nutrition Policy Institute (NPI) brings together a wide range of experts who develop and conduct research on nutrition, food insecurity, physical activity, wellness, and the prevention of obesity, diabetes and other related health problems. NPI holds monthly brown bag seminars and frequently hires our students as research assistants or interns.
Applicants should have a bachelor’s degree, preferably one that includes coursework in food and nutrition sciences, human biology, biochemistry, and/or physiology. These courses are strongly recommended before beginning graduate work in public health nutrition at UC Berkeley.

Applicants who have not taken the basic recommended courses are encouraged to take the courses they are missing before applying to the Public Health Nutrition Program, either through UC Extension (see Post-Baccalaureate Pre-Health Professions Program courses) or from another college or university with equivalent offerings.
Characteristics of Strong Applicants:
- Excellent grades from nationally or internationally recognized undergraduate institutions.
- Coursework in food and nutrition sciences and the sciences underlying human nutrition (e.g., biology, chemistry, organic chemistry, biochemistry, physiology).
- Communication skills—demonstrated in the Statement of Purpose—that reflect an understanding of what public health is and why you want to specialize in Public Health Nutrition.
- Critical thinking ability with an analytical approach to solving current issues in nutrition and public health.
- Cultural competence and demonstrated knowledge of and interest in other cultures and languages.
- Relevant work experience in public health nutrition or related fields.
- Letters of recommendation that attest to the applicant’s qualities in the areas mentioned above.
- Enthusiasm for and commitment to making a contribution to the public’s health as reflected in your Statement of Purpose.
- GRE scores are optional for the fall 2023 admissions cycle. We recommend submitting a GRE if you have no other evidence of quantitative, verbal, or analytical abilities in your application.
- Be a professional Registered Dietitian (RD) with at least 2 years of experience as an RD in order to apply for the 11-month MPH.
The MPH in Public Health Nutrition prepares students for work in state or local government or nonprofit health agencies, or other community, policy development or research organizations that deal with health and nutrition policy and program design, implementation, and evaluation. PHN graduates have held positions at a variety of organizations, including: California Food Policy Advocates, USDA, Policy Link, Prevention Institute, Nutrition Policy Institute, UCSF, Berkeley Media Studies Group, American Heart Association, University of California Cooperative Extension, Kaiser Permanente Division of Research, and Public Health Advocates.
Applicants should have a bachelor’s degree that ideally includes coursework in food and nutrition sciences, human biology, biochemistry, and/or physiology.
